In the frame of discussions regarding needs of Copernicus, a written request of the European Commission was sent to ESA to study VHR system concepts. The aim is to provide systematically acquired global VHR data to complement the Copernicus data set. This systematically acquired data will serve and reinforce current and evolving user needs and closes a gap identified by several services. It will open the door for new applications and is expected to support the implementation of a number of policies. The activity will establish several VHR system concepts taking into account technical and programmatic implementation options. From a technical point of view instrument as we as the related platform concepts will be studied. The approach to be taken is end-to-end including the launch, space and mission specific ground segment as well as the operations concept. The aspects related to the payload data ground segment to manage and process the raw data up to Level 2c and potential strategies of product dissemination are to be covered and considered as part of the end-to-end approach. It is foreseen that the activity will be implemented taking elements of a "New Space" approach in the overall system considerations into account to foster a fast process. Emphasis will be given to identify several programmatic implementation options, which will be assessed regarding feasibility, programmatic aspects and impact on the overall program.
