SYSTEM PHASE B1 STUDY OF THE HARMONY MISSION

on 24 October 2022

ESA Open Invitation to Tender: 1-11538
Open Date: 21/10/2022 17:05 CEST
Closing Date: 02/12/2022 13:00 CEST

TITLE is : System Phase B1 Study of the Harmony Mission. Short summary: Harmony is the tenth Earth Explorer Mission in the Earth Observation Envelope Programme. Harmony mission is composed of two satellites that orbit in formation with one of the Copernicus Sentinel-1 satellites to address key scientific questions related to ocean, ice and land dynamics. Each Harmony satellite carry a receive-only synthetic aperture radar as its main instrument working together with Sentinel-1's radar. Both Harmony satellites would also carry a multi-view thermal-infrared instrument for measurement of sea-surface temperature differences and cloud top motion. The objective of the System Phase B1 Study of the Harmony Mission is the definition of the System and satellites concept at Phase B1 level, to derive design and development baselines including platform design and considering all interfaces to the SAR and TIR Payloads addressed through parallel activities. In particular, the System Phase B1 Study of the Harmony Mission has the following key objectives:-complete the technical definition of the entire system including interface towards the Optical Payload and the SAR Payload;- consolidate and update all performance and error budgets;- verify/establish that at least TRL 5 will be achieved for all critical technologies before the start of Phase B2;- establish a preliminary industrial procurement plan in accordance with geographic return requirements specific to the EE-10 mission considering the potential contractors in parallel contracts for the Optical Payload and the SAR Payload;- consolidate the cost at completion estimate not exceeding the target cost including also a Request for Information (RFI) campaign;- assess opportunities for product reuse;- identify potential risk and cost minimisation measures;- derive technical specifications for the satellite and all major subsystems;- consolidate technical specifications and interfaces for the payloads and all major subsystems;- perform the risk assessment;- establish AIT and verification plans including model philosophy;- identifyall GSEs needed; and- establish the project schedule considering inputs provided by the parallel contractors of the Optical Payload Phase B1 Study and the SAR Payload Phase B1 Studies. The System Phase B1 Study will ensure and maintain compatibility with the parallel Optical Payload Phase B1 Studies and with the parallel SAR Payload Phase B1 Studies. This will include proper derivation of specifications and Interface Requirements Documents toward the Optical Payload Phase B1 Studies on one side and the parallel SAR Payload Phase B1 Studies on the other side, maintaining compatibility for all parallel contractors while analysing Interfaces. The SystemPhase B1 Study will conclude by an Intermediate System Requirements Review to verify that a proper flow down of the requirements tolower level subsystems has been completed.
