ESA provides to not commercial Earth Observation users, data from non-ESA missions, so-called Third Party Missions, to complement the data from ESA EO missions and to support and build up the scientific user community for those data in Europe.ESA has some agreements with satellite data providers for the provision of their data. The user submits a project proposal to ESA and, after a scientific validation, the proposal shall be checked from the budget point of view and by the data provider. Once a project is approved, a quota is assigned to the project and the user will liase directly with the data provider to obtain the data. The data provider will send reports to ESA with the quota consumption, which shall be checked and approved in order to pay the data provider. Purpose of this contract is to assess the proposals from the budget point of view, interfacing with ESA and the data provider, check and assess the reports and keep under control the remaining funds for each data provider.
