PROJECT TITLE: RESEARCH FOR DEVELOPMENT A TELEMEDICINE EXPERT SYSTEM FOR PROVIDING OPTIMAL MEDICAL ON SITE RESPONSE IN DISASTERS AND EMERGENCY SITUATIONS MANAGEMENT (using the latest technology in biosenzors, satellite communications, satellite navigations, IT etc.) — TELEDIM

Coordinator: SC IAROM SA Bucuresti

Partners: SC ELPROF SA; UPB-ACTC

Period: 19 November 2012 – 19 November 2015

Project director: Toncea Tudor

Project team: –

Description: The telemedicine expert system-TELEDIM will aid the triage and treatment along the entire process of the health system emergency response and it may improve the efficiency of the use of resources and care coordination. The system also provides a useful planning and training platform for the regional disaster response preparations. It is based on a enhanced strategy for providing local management of the disaster victims and improving health outcomes. More specifically, the waiting time of the average patient at both local facilities and central hospitals is reduced, and the death rate is decreased.

The development system will take into consideration the latest technology for biosensors, wireless broadband communications, radio, GSM, satellite, computer equipment and software for carrying out complex monitoring functions (environment, vital parameters,…) , control, intervention and rescue, videoconference, video surveillance, assessment. The expert system will be made ??available to the interested institutions as a new advanced product, in line with the developments in the field of testing, functionality and performance optimization research for development and crisis management.

The system will have a modular structure consisting of a containerized management system (regional / local), a mobile monitoring-rescue system including a individual acquisition and monitoring system and a communication handheld/portable smart monitoring stretcher and an integrated communication and software applications.

Project objectives:

  • Research and experimentation to develop hardware and software solutions.
  • System design, software and applications to specific modules.
  • Design center management (containerized)
  • Individual mobile telemedicine systems design and communication and development of specific management methods
  • Development and implementation of individual systems and communications mobile telemedicine
  • Execution of the joint network, experimental communications
  • Execution of the containerized management center
  • Execution of the telemedicine system for mobile unit
  • Execution of a real time monitoring method
  • Integration and implementation of expert system-TELEDIM
  • Testing the system and application software
  • Studies and medical research
  • Research and experiments to improve hardware and software solutions
  • Presentation and demonstration of the project viability

Activities:

  • Study and analysis to assess achievements in the field and identify technical and technological solutions to achieve
  • Research for the development of telemedicine expert system
  • Development and testing functional model of the expert system of telemedicine
  • Realization of experimental model system for telemedicine expert
  • Demonstrate the functionality and utility of the system. Testing experimental model system for telemedicine expert and dissemination

Contributions to the STAR programme objectives:

The project proposal is within the thematic area of research STAR program concerning increased capacity for participation in ESA programs and development of systems, applications and technologies using applications in the field of space research. Carrying out the project activities will create the premises for the development of research capacity of consortium members in the field of telemedicine as related fields of space and security research. Acquiring knowledge and experience of the experts of the consortium will allow participation in operational ESA programs concerning satellite telecommunications,  integrated space applications and satellite navigation.
