Since declaration of operational readiness, the European Geostationary Overlay Service (EGNOS), Europe’s Satellite Based Augmentation System (SBAS), is constantly evolving, both in terms of new, more demanding services and extension of the service area, mainly towards to South and East. To derive inputs for new commitments, the current system’s performance in those border areas must be assessed. Romania is ideally located to host a monitoring network to assess EGNOS performance as well as to track and evaluate correctionsof the Russian Federation’s System for Differential Corrections and Monitoring (SDCM) and India’s GPS Aided GEO Augmented Navigation system (GAGAN). An automatic reporting of EGNOS performance is requested for all the monitored SBAS systems. Furthermore, a characterisation of the SBAS signal reception is requested considering the potential impact of the co-located EGNOS and SDCM GEOs and the low-elevation angle of the GAGAN GEOs. To enable this, the winning industrial bidder shall undertake an automatic data collection from a set of receivers deployed in Romania whose location should be justified by macro-model based service volume simulations. IT infrastructure and receiver deployment should be accounted for as part of the activity.
