ESA’s Space Debris Office offers its expertise in orbit determination, radar and optical observation and correlation as well as theresulting space-catalogue based services to the different SSA initiatives in Europe. The main initiatives the office is contributing to are: – ESA’s SSA program, period 2 – CDTI’s S3T program, phase 1 and 2. The Space Debris Office is seeking engineering support for tasks related to the integration of a Surveillance and Tracking Data Processing and subsequent services including catalogue queries, fragmentation detection, collision avoidance and re-entry predictions. The components exist and have been verified on component level. Upgrades, interface tests and also the expansion of interfaces to additional sensors will be required. Harmonisation activities across the components in the areas of architectural solutions, data models and interfaces will have to be performed. It will also be required to develop the necessary means to support integration and tests. Finally, end-to-end functional and performance tests and demonstration with real measurement data need to be performed. This is to be done for both programs. The activity will be service-type fixed unit price (FUP) to be delivered on-site in ESOC. These activities will begin in mid 2015 and are expected to be completed at end 2018.
