The Directorate of Telecommunication and Integrated Application (D/TIA) requires a study that shall assess the socio-economic impacts of ESAs selected Telecommunication PPP activities (SGEO/Hispasat 36W-1, EDRS, Electra, Neosat and Quantum). In particular the study shall highlight the particular benefits that are brought by the implementation of PPP compared to other framework of technologydevelopment programs. In addition, the study shall provide suggestions for socio-economic indicators suitable to assess the impact the ESA Telecommunication PPPs taking into account the time horizon of various impacts such as but not limited to space and non-space, strategic (IOD, mission enabling, non-dependence, innovation break-through technologies, industrial competitiveness, spin-in, societal, and environmental.Emphasis shall be made on a quantitative and qualitative assessment of technological research and advancement, mission enabling technologies, innovation, and industrial competitiveness and potential market development (commercial and institutional) and disruption (space and non-space). Besides monetary quantified and qualitatively identified benefits, also the time-horizon of generated benefits shall be assessed. A representative set of identified examples related to an increase in TRL of critical technology shall be assessed regarding full range of socio-economic impacts, e.g. related to cost savings, risk mitigation, technological advantage, spill-over from space to non-space, etc. Similarly, representative cases of mission-enabling technologies as well as IODs shall be analyzed regarding their socio-economic impacts, e.g. related to innovation, spin-off -in, global competitiveness, Science, education and outreach, international cooperation and collaboration, inspiration, etc. Reference projects shall be analyzed ex-post in order to allow for validation of the ex-ante assessment socio-economic analysis in a bench-marking method.Expert interviews with ESA programme management, as well as stakeholders interviews with representatives from Member States, Industry, Operators and user communities shall be conducted to collect data evidence, and perform the analysis.
