Sentinel 5 Precursor (S5p) is the first atmospheric Sentinel. It will extend on the one hand the data sets as provided by the GOME, SCIAMACHY, and OMI instruments and is preparing on the other hand for the upcoming Sentinel 4 5 missions (atmospheric instrumentshosted on EUMETSAT satellites). Given its global coverage, improved radiometric sensitivity, and high spatial resolution it will allow to extend and enhance existing applications using atmospheric satellite measurements (e.g. air quality forecasting over Europe).Core S5p products include Level-1B products which are geo-located and radiometrically corrected top of the atmosphere Earth radiances in all spectral bands, as well as solar irradiances. Level-2 core products are geolocated total columns of ozone, sulphur dioxide, nitrogen dioxide, carbon monoxide, formaldehyde and methane, geolocated tropospheric columns of ozone, geolocated vertical profiles of ozone, and geolocated cloud and aerosol information (e.g. absorbing aerosol index and aerosol layer height). Although extensive the current baseline is not fully exploring the potential of the mission and instrument, given that it is still possible to retrievetrace gases from the measurements (e.g water vapour, bromine monoxide, chlorine dioxide). The purpose of the S5p Product Algorithm Laboratory (S5p PAL) is to set up an environment to support efficient prototyping of S5p Level 2 products. The S5p-PAL will provide access to S5p Level 1B products, validation reference data (e.g. atmospheric Fiducial Reference Measurements) and other auxiliary data alongside processing resources and software tools. The S5p-PAL will thus support algorithm modification, hosted processing andvalidation functionalities. In case new S5p products emerge, with good quality and support by the community, these will eventually by added to the S5p ground-segment core products list – after the appropriate approval process.S5p-PAL will provide the community witha tool to exploit the S5p measurements in an efficient manner. This Invitation to Tender will be issued by the European Space Agency (ESA). It will be open exclusively to economic operators that have their registered office in an EU Member State or Iceland or Norway.The European Space Agency (ESA) will make the ITT (Cover Letter, Statement of Work, Special Conditions of Tender, Draft Contract) available on its tendering website (EMITS http://emits.sso.esa.int/emits/owa/emits.main) and on its dedicated Copernicus server (https://copernicus-emits.esa.int/).In order to access the ITT package from EMITS, a Tenderer must be registered as a potential ESATenderer. Any potential Tenderers wishing to register with ESA as a potential Tenderer is requested to complete the online questionnaire on the esa-star registration website: https://esastar-emr.sso.esa.int.
