The aim of the St3TART activity is to ensure the operational provision of Fiducial Reference Measurement (FRM) to support the Calibration and Validation activities and enhance the exploitation of the High Resolution (HR) measurements of the Sentinel-3 SAR altimeter Land data products during the Routine Operational Phase of the Sentinel-3 mission, through reference Cal/Val techniques carried out over inland waters, sea-ice and land ice areas.St3TART shall rely on existing and referenced FRMs, Cal/Val campaigns, but willalso look into the benefit of deploying and maintaining dedicated instrumentations over identified and qualified calibration sites,by applying qualified methodologies, procedures and protocols. The FRM measurements will be used by the respective Copernicus Sentinel-3 actors, i.e. S3 Mission Performance Centre (S3 MPC), the Sentinel-3 Validation Team (S3VT) and the Copernicus Services for improving the Copernicus S3 STM data products performance and provide the required confidence in the S3 Land STM science products, in theform of independent validation results and satellite measurement uncertainty estimation.The St3TART activity will be funded by the EU Copernicus Programme. The St3TART Invitation To Tender (ITT) will be open exclusively to economic operators that have their registered office in a EU Member State or in a Country participating in the EU Copernicus Programme.The ITT package will be published on EMITS. In order to access the ITT package from EMITS, Tenderers must be registered in esa-star as potential ESA suppliers.
