The scope of this procurement aims at setting the ground for performing, improving and developing methodologies for Quality Control, Calibration and Validation for Earth Observation missions. Activities under this procurement shall include:-Research and development (RD) activities for preparing and testing future algorithm and/or calibration/validation processes evolution;-Development ofexpertise in Metrology, in particular in the derivation and expression of uncertainties following QA4EO guidelines. This includes also the development and promotion of the Fiducial Reference Measurements concept which is being developed for improving the validation approach;-Development of innovative concepts for assessing the quality of various EO products from various data providers in order to provide certification and therefore increase the confidence in the data quality and in the fitness for purpose. The approach related to data quality, calibration/validation and algorithm development subject of this procurement shall also evolve to match the ground segment evolution strategy. In particular the use of platforms and the community environment will be addressed in this procurement, in particular to facilitate the reprocessing and validation activities, but also to give the ground base for the product certification. In addition, this procurement shall provide continuity in terms of routine quality control, calibration/validation for the following missions: ESA Earth Observation Missions (in phase E: SMOS, CRYOSAT; in phase F (i.e. after end of satellite operations): GOCE, Envisat (9 instruments), ERS-1, ERS-2) and the ESA Third Party Missions (e.g. national missions).The proposed approach foresees a 2-phase procurement with an initial Contract of 2.5 years, then a possible extension of an additional 2.5 years. -Phase 1 will go from 1st July 2019 until 31 December 2021-Phase 2 will go from 1st January 2022 until 30 June 2024
