In the frame of the Copernicus Programme (Regulation (EU) No. 377/2014 of 3 April 2014 establishing the Copernicus Programme and repealing Regulation (EU) No. 911/2010) and the Agreement between the EU and ESA on the Implementation of the Copernicus Programme, the European Commission has requested ESA to issue an open Invitation to Tender (ITT) for the Sentinel-5p satellite insurance coverage and, as an option, for the Sentinel-2B satellite. The scope of this procurement is the insurance coverage for:1.the loss of the Sentinel-5p satellite (total loss or constructive total loss or partial loss), and, as an option, the loss of the Sentinel-2B satellite (total loss or constructive total loss or partial loss); and2.the refund of the respective Rockot launch services cost. The ITT will be open to bidders, i.e. brokers, whose registered seat is located in any of the European Union member states or in any of the states participating in the Copernicus Programme. The ITT will allow the participation of international insurers, i.e. insurance underwriters inside and outside of the European Economic Area (EEA).The bidder will be free to set up his/her composition of insurance underwriters in order to offer the best price possible and in order for ESA to be given the means to meet the deadline for placing the relevant contract(s) in time before the Sentinel-5p launch. ESA will be the contracting authority and the loss payee under the resulting contract.
