The demand for secure satellite communications is increasing worldwide. Reliable and secured communications are more and more required in support to crisis management, maritime safety, border control and other security domains. Secure Satcom is a major global commercial and institutional market opportunity. ESA considers this as a critical business opportunity for the European satellite communications sector and is supporting European industry’s efforts to address this market via a range of programmes (GOVSATCOM PrecursorProgramme, EDRS, Quantum, IRIS, ScyLight, and other supporting ARTES activities).Most European satellite operators and service providers are participating as partners in the ESA GOVSATCOM Precursor Programme. They are acknowledging the benefits of pooling theirservice offerings and enlarging their service footprint to create a competitive commercial advantage, in Europe and globally. The aimof Pooling Sharing is to create a unified solution that seamlessly provides the available services to different end-users in different security domains and regions. This is achieved by managing service requests from any user with appropriate prioritization and security treatment, planning and executing those service requirements from service initiation to delivery including receiving and transmitting communications provided by a federation of different satellites, operators and service providers.The intended design activity shall :· provide a preliminary functional design of an initial Secure Satcom Pooling Sharing System for global markets to be deployed by 2021, and · identify key technology enablers and required RD that would evolve the system in the 2021-2027 time-frame, paving the way for interoperability with other systems performing pooling and sharing of national assets.The study is envisagedto be conducted from different perspectives· a top-down approach to provide the fundamental elements of a design solution by defining key aspects and options of Pooling and Sharing including actor diagrams and candidate system requirements · a bottom-up analysis focusing on understanding a list of functions and their interactions leading to the consolidation of a baseline solution. Thisapproach will take into account the different needs and concerns of the diverse stakeholders (e.g. commercial operators, institutionalusers including EU ), and will be conducted in full neutrality with respect to operators and service providers, while considering inputs from the current GOVSATCOM Precursor activities. The study shall support ESA, in its specification of a possible future system, that would be operator/service provider-neutral, able to satisfy a global secure market (including specific European and EU needs) by 2020/2021 and beyond.
