When precipitation in at intersection of two different radio links, it scatters the signal and creates interference. The density of terrestrial and space links is increasing (e.g. Satcom and High Density terrestrial Fixed Services at Q/V bands) so the risk of interference is higher. These issues have been studied in EU COST and ESA projects (in the 90s) and recently by NASA.The current ITU-R recommendation for precipitation scatter uses a basic rainfall model without spatial and temporal variability, which can underestimate effects.To cope with this problem a probabilistic interference rain scatter model, including spatial and temporal characteristics of precipitation and interferers, is needed. This will permit an interference risk analysis and definition of realistic interference levels.The new model can use recent rain cellular and spatial models and models of interferers distribution, to simulate rain scatter interference for frequency management and mitigation.The tasks of the activity are:- State-of-the-art review, applicable scenarios identification and requirements definition- Development of a rain cellular model for radio interference- Implementation ofthe model in a simulation tool- Validation of simulation tool in test-case scenarios (e.g. Satcom, EO)- Final reporting and submission to radio regulatory bodies (ITU-R)The tool shall be applicable to a different space systems (satcom, Earth Observation, Space exploration) and shall permit to assess the risk of interference when several radio systems operates in the same area and bands. Examples satcom hubs and new 5G terrestrial systems. This will make possible to cope with frequency sharing requests and to define appropriate interference protection criteria. The results of this activity shall be submitted to ITU-R (International telecommunication Union, Radio sector) and to Space Frequency Coordination group.
