Copernicus is the most ambitious space Earth Observation programme to date. It has achieved a success well beyond the initial requirements and expectations. While approaching the completion of the deployment of the first generation and while the users’ feedback allows performing a mature assessment, the European Commission has initiated the collection of users’ requirement in preparation for the evolution of the system. The process of prioritisation of users’ needs has allowed identifying the following priorities:- A mission to measure the anthropogenic contribution to the CO2 cycle;- Observations in the thermal infrared spectral region and in the hyperspectral observation domain, supported by active microwave imaging at L-band, to expand the current Sentinel measurement capabilities (priorities for agriculture, forestry, land management);- New measurements focused on critical parameters affecting the polar regions, namely sea ice/floating ice concentration and surface elevation respectively by passive microwave imaging as highest priority and polar topography techniques.Such priorities translate into a set of preparatory activities for High Priority Candidate Missions that belong to the second leg, called “Copernicus Expansion. One of these High Priority Candidate Missions is the CopernicusPolar Ice and Snow Topography Mission. Building on CryoSat-2 experience, this mission shall provide enhanced land ice elevation andsea ice thickness measurements implementing higher spatial resolution for improved lead detection and additional capability to determine snow loading on sea ice. Improved on-board tracking systems for operation over sloppy mountain glaciers and addition of radiometer for all-round oceanographic use and coastal altimetry may also be considered.As part of these preparatory activities, activities of assessment and consolidation of requirements and analysis of campaign data are required. The objective of the present study Polar Monitoring Mission, Assessment and Consolidation of Requirements and Analysis of Campaign Data is to analyse collected user requirements, in particular those obtained from the Commission User Requirements Study and support the translation and detailed justification into mission requirements for a future polar ice and ocean topography mission with enhanced capabilities for ice and snow monitoring. This activity will be funded by the fifth slice (EOEP-5) of the Earth Observation Envelope Programme, which is an optional programme of the Agency. Therefore the procurement will be open to all economic operators belonging to the ESA Member and Associated States and Canada,participating in said EOEP-5 Programme; to date: Austria, Belgium, the Czech Republic, Denmark, Estonia,Finland, France, Germany, Greece, Ireland, Italy, Luxemburg, the Netherlands, Norway, Poland, Portugal, Romania, Slovenia, Spain, Sweden,Switzerland and United Kingdom and Canada.
