Hazardous levels of surface charging are particularly experienced by satellites in geostationary orbit. To assess possible charginglevels, a worst case GEO environment from ECSS or NASA standards is commonly used. Although the outer magnetosphere, where hazardouscharging can occur, is much more extensive than the GEO orbit, only this orbit has been well investigated. Recent work from the VanAllen probes shows that charging is also seen below the geostationary orbit and there are indications that it may be most severe somewhat below GEO. Since many furture telecoms satellites are expected to use electric orbit raising, they will spend a significant time in the non-GEO part of the outer magnetosphere and an appropriate assessment of the charging hazard for these spacecraft requires knowledge of the charging plasma environment in this area. This study will make use of data from the Van Allen probes and other spacecraft to create a model of the plasma environment across the outer magnetosphere with emphasis on severe charging environments. Validation of the model will require independent data sources, e.g. From scientific spacecraft that pass through the same regions. Software shall be delivered under an Esa Software Community Licence, so that any individuals or entities whithin ESA Member States canaccess to it and can provide update to the community of users.Procurement Policy: C(1) = Activity restricted to non-prime contractors (incl.
