The so called ‘Copernicus Space Component (CSC) Expansion’ programme includes new missions that have been identified by the European Commission (EC) as priorities for implementation in the coming years by providing additional capabilities in support of current emerging user needs. Subject of this procurement is the Phases A/B1 for one of these candidate missions, namely the L-Band SAR Mission.This mission is responding to the expressed requirements on Land Monitoring, Emergency Management and Cryosphere services. Its target applications are: crop maps and type discrimination, forest type and cover (in support to biomass estimation), vegetation, soilmoisture, food security, precision farming and maritime surveillance. This mission will contribute to the operational monitoring ofthe Cryosphere and polar regions including automatic sea ice mapping and land ice monitoring and responds to Emergency Management services covering both natural and anthropogenic hazards. Other emerging applications will be possible by the synergetic and complementary observations with C-band and X-band SAR systems.This mission is based on day-and-night monitoring of land, ice and oceans.Subject to good quality proposals it is the intention to place 2 parallel contracts. Phase A/B1 will be funded by the fifth slice (EOEP-5) of the Earth Observation Envelope Programme, which is an optional programme of the Agency. Therefore, the procurement will beopen to all economic operators belonging to the ESA Member and Associated States and Canada, participating in said EOEP-5 Programme; to date: Austria, Belgium, the Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Ireland, Italy, Luxemburg, the Netherlands, Norway, Poland, Portugal, Romania, Slovenia, Spain, Sweden, Switzerland, United Kingdom and Canada.
