JUSTIFICATION OF PROPOSED PROCEDUREThe above procurement actions are intended to be performed by Australian industry to ensure compliance with the local rules and regulations, and because costs are expected to be lower compared to other procurement approaches. In addition, this approach is in accordance with the agreement in place between the Agency and the Australia Government, whereby the Agency is requested to utilize to the maximum extent practicable Australian resources/personnel for activities conducted in New Norcia (reference ESA/LEG/391).Such a project requires a deep knowledge of existing constraints in order not to endanger operations thus it is recommended to procure the architect services via the same company that already performed the previous conceptual design. This architect company was selected following a consultation process conducted in 2016 which addressed several potential suppliers.The procurement of the building construction is instead intended to be performed in Open Competition limited to Australian companies to guarantee that local standards, rules and regulations are followed.
