Earth Observation (EO) Payload Data Ground Segments (PDGS) operates in a changing environment, in particular with respect to the EOmissions it supports and to the user community expectations on the delivered data services. The applications designed and built under various ESA contracts supporting the EO PDGS require recurrent software maintenance to ensure that they continue to meet these expectations. These maintenance tasks will be organized as follows:Task 1: System level maintenance including maintenance of designdocumentation, definition and execution of acceptance testing and verification of maintainer Subcontractor deliverablesTask 2: Sub-system and software application maintenance including software design, documentation, built and unit tests. The number of maintenance sub-contractors in Task 2 should be reduced with respect to the current set-up, implying that maintenance of some currentapplications may be transferred from incumbent suppliers to new suppliers, within the new consortium. Grouping all EO PDGS software application maintenance into one single procurement action should generate the necessary volume of work to incentivize an industrial organization and investment.Bidders are asked to assign at least 10% of the proposed price to entities belonging to the following Member States: CZ, DK, FI, GR, IE, LU, NO. Their conformance with this request will be positively taken into account as selection element in the Tender Evaluation.
