ESA is working together with ROSCOSMOS to establish a cooperative programme of lunar exploration, in which the Luna-Resource (Luna-27) mission planned for 2020 is a major element. Part of the European contribution for the Luna-27 mission is the PROSPECT drillingand sampling package, which builds upon important experience gained by European industries and institutes in particular on drilling,sample handling and sample analysis. Procurement Policy: C(2) = A relevant participation (in terms of quality and quantity) of non-primes (incl. SMEs) is required. PROSPECT (Package for Resource Observation, in-Situ analysis and Prospecting for ExplorationCommercial exploitation and Transportation) is made up of two main elements: the ProSEED (PROSPECT Sample Excavation and ExtractionDrill) drilling and sampling system, and the ProSPA (PROSPECT Processing and Analysis) sample analysis instrument. The flight opportunity on board the Luna-Resource Lander would see PROSPECT operated on the lunar surface in 2020. The PROSPECT Phase B+ shall advance the definition and design of the full PROSPECT package up to the level of PDR, including the development and implementation plan and interfaces with the Russian Luna-27 platform, also taking into account the cost constraints on the project. The PROSPECT PhaseB+shall also include important activities on breadboarding of critical functions and elements, as well as the preparation of Development Models which shall help verify end-to-end performances of parts of the PROSPECT package. Phase B+ will include Advanced PhaseC/Dactivities which shall help increase the maturity of the overall package and prepare the way for the CDR.
