Passive microwave remote sensing has a long history of several decades covering a wide range of applications. Sensors like SSMI and SSMI/S are well established and have been delivering continuous data since the late 1980s and the measurements have been used to monitor long-term trends and variations of the state of the atmosphere or the Earths surface. Continuity of these measurements is guaranteed also through future observation systems like Met Op SG MicroWave Imager. However, for satellite measurements in the low frequency part of the microwave spectrum, i.e. from L-band (around 1.4 GHz) to C-band (around 5 GHz) and X-band (around 10 GHz), continuity is not yet ensured despite the proven technical capability and the successful use of the scientific data in operational applications. The overarching objective of this activity is to collect and consolidate the user requirements for the next generation of passive microwave L-band instrument and mission concepts. The scientific challenges and operational needs related to application areas that have been addressed with L-, C-, and X-band measurements shall be summarized and the corresponding evolving information requirements for geophysical parameters shall be collected and translated into observation requirements for level 1 measurements.
