This activity was added to the rolling work plan in 2015, and allows industry to propose new mission concepts and technologies for investigation under the Future Preparation Element. The goal being to actively encourage the creation of novel system concepts within industry, and to provide the means to quickly assess the feasibility of such missions and services.A similar ITT was previously issued under the ARTES FP element, once under the 2011 work plan, and again under the 2014 plan. Together the two ITTs attracted 19 separate proposals. The first issue resulted in an activity investigating the use of optical technologies on-board spacecraft, whilst the second resulted in a study on new systems and services enabled by satellite telecommunication systems combining HAPS (High Altitude Pseudo Satellites), LEO and GEO satellites. The activities have therefore been successful in terms of identifying and evaluating subjects that have subsequently grown in importance and relevance to the sector and to ARTES.The activities proposed can addressservices, missions, systems, or technologies with an emphasis on novelty and innovation and can encompass the space, ground, and user-segments. Any techniques and technologies which are proposed shall be at a low TRL, with the goal of generating follow-on ARTES activity. In all cases, the activity should focus on the end-to-end system aspects and application of the proposed innovation.Given current budget constraints, the Executive proposes to issue a single edition of this ITT for a maximum contract value of 300k (three parallel contracts of up to 300k each were envisaged when the activity was added to the rolling workplan). The ITT will be adapted to reflect lessons learned from the two previous issues, and the Executive will assess proposals on the basis of their value for money and will hence encourage proposals of less than the maximum amount foreseen; multiple smaller proposals could there for be implemented within the foreseen budgetary envelope.
