Recent and planned developments of High Altitude Pseudo Satellites (HAPS, aka. High Altitude Platform Stations) have the potential to successfully bridge the gab between satellite Earth Observation (EO) and ground based/airborne observations. This activity aims to identify critical aspects for HAPS supporting air quality applications starting from the identification of user requirements up tothe definition of a potential technical implementation. In the frame of the project the need for high resolution, operational city scale air quality observations shall be assessed by interacting with corresponding key players. Synergies of city scale air quality observations from HAPS with surface and satellite observations in improving air quality forecasting and emission inventory developments shall be to be addressed. Based on the results of the interaction with users, an air quality HAPS mission concept shall be developed. This includes identifying objectives, requirements, preliminary system concepts and data products, as well as the identification of gaps and limitations. The mission concept shall cover the airborne module, onboard instrument, communication, ground segment as well as the link to the services and scientists. It is required to demonstrate the impact of the air quality HAPS as part of an integrated air quality system and shall be demonstrated in at least two case studies, one of which needs to be a major European city, metropolitan or industrial area.
