Subject of this procurement will be two parallel studies on hyperspectral imaging in support of the 2nd generation of the Copernicus Programme. Hyperspectral imaging entails quantitative sensing in the optical domain with a very large number of spectral bands. It can therefore be considered as a (powerful) extension of multi-spectral sensing, as provided by Sentinel-2, to provide access to the full spectral signatures of each element in the observed scenes. This will open new application areas since additional bio-physical, bio-chemical and geo-chemical variables can be resolved, e.g. to detect, classify and monitor natural and man-made elements of land surfaces, from vegetation to soil to (raw) materials, and including waste, contaminated land, water quality. The objectives of the two parallel studies (max. value per study: 400KEuro) are to update, consolidate and complete the assessment of future needs for hyperspectral imagery over land and inland/coastal waters, to assess the complementarity and synergy with existing or planned missions, and to assess concepts for a space and ground infrastructure that fulfills the identified needs and integrates them with data generated from other sources. This ITT is funded by the Copernicus Programme and will be open exclusively to economic operators which have their registered office in an EU Member State or Iceland or Norway. The European Space Agency (ESA) will make the entire ITT package (Cover Letter, Statement of Work, Special Conditions of Tender, Draft Contract) available on its tendering website, EMITS, and on its dedicated Copernicus server. In order to access the ITT Package from EMITS, a bidder must be registered in EMITS as a potential ESA supplier. Any bidder which is not yet registered with ESA as a potential supplier must complete the online questionnaire on EMITS, under the tab Entity registration.
