The subject of this procurement is the provision of Earth Observation (EO) Hybrid Cloud Infrastructure, Network and Security Services to support heritage, current and future ESA missions as well as selected Third Party Missions (TPM) over the period 2021-2026. -Wide Area Network (WAN) Services: – Intranet service The Intranet service shall provide the data circulation function between the EO facilities by means of a high speed fully meshed network which shall guarantee that data is timely exchanged between all EO facilities. -Public Internet service The public Internet service shall provide the dissemination function between the end users andthe EO facilities. Each Facility shall have accessto the public Internet via a high speed service. – Management Network service -The Management Network service shall provide the capabilities, separated from the production network, necessary to manage all the systems and network devices. – Multicloud services: allow the transparent use of resources between different cloud providers. -ManagedCentral Services: – ICT central service: this set of services shall provide a set of central services for the different PDGS like Domain name Resolution (DNS), e-mail services, Network timing Protocol (NTP), log server, Authentication/Authorization/Accounting(AAA), Remote access for mobile users, and Lan-to-LAN interconnection with ESA partners. – Private Cloud Services @ contractors premises: it delivers similar services to public cloud, including scalability and self-service, but through a dedicated infrastructure where computation output is predictable and guaranteed by the terms of the contract. – NOC SOC: Central Network and Security Operation Centre available 24/7 and protecting the complete EO infrastructure from the Internet and enforce the EOP-G Security Policy(F/W, IDS/IPS, DDOS, DNS protection, AB/AV/AS/AP, email protection, web proxy and URL filtering). Provisioning of periodic vulnerabilities assessment and penetration tests. – Service Desk and tools: this service is the central point 24/7 for all the requests, incidents and problems towards HICS services. -ESA CFI Operations and Maintenance: – ESA heritage space data elements: operations of the Cold backup archive (StorageTek SL8500 Tape Library, ServersCOTS), and handling of the off-line Archive Media. -System DBAdministration Service: the service that ensures the management of the legacy system, the private cloud and the mission DBMS. -EOLANs services: operations of the new EOP LANs (ESRIN and remote sites) based on ACI technology and Laboratory facility. – Central coordination protection Auditing systems: maintain and update the Cybersecurity Analytics, ensure coherence of the Vulnerabilitiesassessments, coordinate security activities with otherentities and interfaces (ESACERT, eSOS), perform periodic risk assessment. The provision of the above mentioned services shall imply the implementation of interfaces with other components of the PDGS including, Application Maintenance Services, Product Quality Assurance, Web Services, Archival Services, Engineering Services, Common Ticketing Services. The HCINSS contract will be managed through a Service Level Agreement and performance measured by means of agreed appropriate key performance indicators.
