Recent and planned developments of High Altitude Pseudo Satellites (HAPS, aka. High Altitude Platform Stations) have the potential to successfully bridge the gab between satellite Earth Observation (EO) – either LEO or GEO – and ground based/airborne observations. The activity aims to identify potential HAPS mission scenarios exploiting synergies and complementarities between ESA’s fleet of operational and future Earth Observation satellites (Sentinel, Earth Explorer and Meteorological programme) and remote sensing observations using HAPS as a platform. The HAPS scenarios shall address existing and new satellite mission requirements, applications and services building on ESA’s EO satellites, as well as the technical support in the development of satellite missions. The scenarios can be related (a) enabling new science and services resulting from the integration of EO satellite and HAPS observations, (b) supporting and evolving existing and future applications based on EO satellites by exploiting the synergy with HAPS or (c) supporting the development of satellite missions by exploiting HAPS capabilities (e.g., flying satellite instrument prototypes). The resulting HAPSMission Requirements shall be traceable to to satellite mission, technology, science or application requirements and be of such detail that a potential HAPS mission implementation can be derived from them. Further, they shall specifically take the diverse payloadand operational specifications for HAPS, as well as proposed, and partially demonstrated, miniaturisation of EO instruments into account. Regulatory aspects concerning flight operations should not be investigated in detail as part of the study, but realistic assumptions need to be proposed.
