The purpose of this procurement is the implementation, deployment and pre-operations of a Geohazard Exploitation Platforms (Geohazard TEP or GEP). The activity is seen as a natural evolution of previous long-standing activities in support of exploitation scenarios of the geohazards community, undertaken by the Agency from 2007 and onwards. Through this and other Thematic Exploitation Platform (TEP) activities, the Agency intends to develop an innovative operations concept complementary to its current ESA Earth Observation (EO) Payload Data Ground Segment (PDGS). A TEP refers to a virtual workspace providing a user community interested in a common Earth Science Topic with very fast access to (i) large volume of data (EO/non-space data), (ii) computing resources (e.g. hybrid cloud/grid), (iii) processing software (e.g. toolboxes, retrieval baselines, visualization routines), and (iv) general platform capabilities (e.g. user management and access control, accounting, information portal, collaborative tools, social networks etc.). The platforms thus provide a complete work environment for its users, enabling them to effectively perform data-intensive work by running dedicated processing and analytics software close to the data. The Geohazards TEP will build on a precursor platform referred to as geohazards platform (or TEP Quick Win) that follows the Supersites Exploitation Platform (SSEP), originally initiated in the context of the Geohazard Supersites & Natural Laboratories initiative (GSNL). The geohazards platform has been expanded to address broader objectives of the geohazards community. In particular it is a contribution to the CEOS Pilot on Seismic Hazards and, partly, the CEOS Pilot on Volcanoes in the context of the CEOS WG Disasters. The geohazards platform and SSEP are sourced with elements – data, tools, and processing including INSAR – relevant to the Geohazards theme and related exploitation scenarios. The ITT will select one consortium (TEP Implementer) directed at the implementation and deployment of the specific Geohazard TEP. The estimated comprehensive budget allocation for the competition is 600kEuro. The duration of the execution of the project is determined by the EOEP-4 planning horizon and thus covers 24 months starting Q2 2015.
