ESA Directorates rely upon the support of industrial manpower to complement as necessary their own internal ESA resources so as to ensure the satisfactory execution of tasks needed to adequately support ESAs Programmes.Currently such support is contracted under the Frame Contracts for Industrial Support to ESA Directorates represented at ESTEC for a period of five years, expiring in December 2016. The intended procurement covers the Frame Contracts for Industrial Support to ESA Directorates for the next five-year period 2017 2021. At present, the Activity Domains are envisaged to cover Engineering and technical support, Business Management,Administration and Controlling, Scientific support and Information Technology, Education, Communication and Facility Management support in the following ESA sites: ESTEC (The Netherlands), ESOC/EAC (Germany), ESRIN (Italy), Spain (ESAC), UK (ECSAT), HQ (France), CSG (French Guyane), etc.In accordance with national legislations and depending on the nature of the tasks required, the support may be engaged as Manpower Assignment Scheme or of a Service Provision Scheme.The Manpower Assignment Scheme addresses the casein which the contractor puts contractor personnel at the disposal of the customer (the Agency) to fulfil one or more specific temporary posts (the exact definition of temporary depending on the applicable national legislation).The Service Provision Scheme addresses the case in which the Agency calls on the contractor to provide specific services and related deliverables, performed under the responsibility of the contractor. Information regarding the Intended Invitation to Tender will be publicly available via EMITS.The Invitation to Tender is planned to be issued in the second quarter of 2016.In order to brief Industry on the principles and requirements regarding the intended ITT, an Industry Information Day will be organised shortly after the ITT is issued.
