The current FM outsourced services contract for HQB and HQD has been extended until the move of the HQB population to the renovatedHQN, currently scheduled for March 2023. A new FM contract is therefore required for the FM operations and services in the new HQN and in HQD. This new contract will commence on 1 September 2022 prior to the formal delivery to ESA of the new HQN (scheduled for1 December 22), and therefore overlap by a minimum of seven months with the current contract as some FM operations need to be begunas from September 22 in HQN.The new HQN will have a wide range of new features. It will be a state-of-the-art sustainable buildingwith significant built-in flexibility. There will be a large conference centre that will transform HQN’s capacity to host high level meetings. Associated facilities are also foreseen to welcome delegations, staff and visitors to this new working environments. New FM services will be required to support these changes including the following:The vision of the current contract was to have asingle consolidated contract for all activities but this consolidation proved its limitation and in order to have numerous proposals and , this to drive the highest performance level in a building which in many different aspects represents a paradigm shift in theprovision of the workplace in ES ,the initiating service will separate the work packages and while encouraging bidders to provide the full range of FM services also allow bids for a single, or limited number of domains. On this basis , FM initiated an open competitive with 4 different work packages: 1.Multi-Technical (optimised building performance, user comfort, building information modelling etc)2.General Services and Cleaning (cleaning, mail, heavy gang, helpdesk, VIP transport etc); 3.Catering, (including VIP service); 4.Operations of the ESA Visitor Space ShopThe companies will have the possibility to respond to one or more work packages. The analysis of the proposals will be organised by work package and combination of work packages will be considered in order to optimise the services offered by the market while ensuring the most efficient use of the Agency’s resources. The final decision will therefore award from one to four different contracts.
