This procurement concerns the development and testing of the L1b to L2 retrieval algorithms for FLEX Earth Explorer Fast Track Mission.FLEX mission will observe the fluorescence signal emitted from the terrestrial vegetation layer and supports the assessment of plant stress and health.The deliverables comprise Algorithm Theoretical Baseline Documents (ATBDs) for the individual processing parts and the corresponding software modules used during the development phases.The relevant scientific expertise required relates mainly to the harmonisation of measurements originating from the Sentinel-3 and FLEX instruments, the atmospheric correction of Top-of-Atmosphere radiances, vegetation fluorescence and the derivation of geophysical variables beyond fluorescence. After the initial two years of contract duration, it is planned that the selected consortium will continue to support the integration of the retrieval algorithms into the L2 end-to-end simulator framework and the development of the prototype processor via the means of a CCN.The procurement is addressed to economic operators from Industry and Organizations (including those deemed to act as subcontractors) whose registered office is established in such Member and Associated States which, by the time of the Contract award decision, will be a participating State in the EOEP-5″.
