In January 2018, ESA signed a contract with Vogelzang Diensten to provide on-site facilitymanagement services in EAC. This contract brought together a range of diverse FM services undera single contract, allowing ESA to cover a broad range of FM needs on a small site, with a smallbut flexible contractor.In 2020, the contract with Vogelzang Diensten was evaluated positively after the initial 3-yearperiod and therefore, it was proposed to the Adjudication Committee to extend the contract by 2years until 31/12/2022. This proposal ref. ESOC/AC/520-03 was approved by the AC on21/01/2021. The respective extension CCN included already some new tasks for the ServiceProvider. The total value of the current contract for the period 2018-2022 is 1,625,504 EUR.The new contract as proposed here for the period 2023-2027 will cover all the soft and hardservices that are within the responsibility of ESOC EAC EFM for the EAC, including a new,additional work package on hard services, which is not covered under the current contract. It is thestandard for most of the ESA sites to have both hard and soft services under one provider. Thenew contract is, therefore, estimated tohave a value of 2,440,000 EUR.The hard services ensure the preventive and corrective maintenance of all the building systems inESA EFM`s responsibility, including mandatory statutory checks of all electrical equipment. Theycover as well the maintenance of the EAC security systems.The soft services cover the so-called Caretaker services. It is a broad range of catering andcleaning tasks, waste disposal and gardening, mail, logistics and furniture relocation activities. Itincludes also support for different kinds of onsite events, and support to astronauts when returningdirectly to EAC after an ISS mission.
