Objective of the Very High Resolution 2018(VHR2018)coverage is to provide the Copernicus Service Providers and possibly other users authorised by the European Commission with a complete coverage of the region EU-39 with optical Earth Observation orthorectified data with a resolution in the range of 2 to 4 meters. The supply of data will be embedded in the Copernicus Space Component Data Access and operated through thesystems in use for other Copernicus datasets. The procurement will accept only offers that include the full scope of the work. These comprehensive offers can be submitted either by a single entity or by a consortium led by a prime that can demonstrate full coordination of resources to ensure the full coverage. Consequently, uncoordinated partial offers bidding only for parts of the coverage or only for specific tasks will not be accepted. The procurement intends to cover:- Provision of the VHRimages to achieve an homogeneous (i.e. with respect to time, spectral and spatial characteristics) cloud- and haze-free full coverage of the region EU-39 for the reference year 2018 (i.e. images acquired in specific windows in the year 2018). Archived data from 2017 may be used if necessary to achieve the full coverage. Data from 2019 may only be used for limited gap-filling needs. Specific requirements will bespecified in the forthcoming Statement of Work.- Development (if necessary), Maintenance and Operations of the relevant ground segment technical interfaces. New developments may be necessary for new companies or to include new missions and/or new functions.Interfaces developed in past contracts are expected to be reused directly. This Invitation to Tender is funded by the Copernicus Programme and will be open exclusive to economic operators which have their registered office in an EU Member State or Iceland or Norway. In order to access the ITT Package from EMITS, a Tenderer must be registered in EMITS as a potential ESA supplier. Any Tenderer which is not yet registered with ESA as a Tenderer is requested to complete the online questionnaire on the esa-star registration website: https://esastar-emr.sso.esa.int.
