The ESA Earth Observation Directorate carries out a range of promotional activities that are specifically targeted to support its dialogue with its science and user communities and to increase awareness and utilisation of Earth Observation data within the wider society. The Earth Observation Directorate also provides a regular flow of specialized Earth Observation promotional, graphical materials and relevant communication activities to the ESA Corporate Communications Department. These materials are subsequently re-used, adapted, customised, localised, and integrated within ESA’s corporate communication campaigns and channels, which are specifically targeted towards the press, media and general public. The Earth Observation Directorate therefore needs to generate a significant volume of EO-specific, high-quality graphics, promotion and multi-media materials on a routine, daily basis. These materials nowadays are mainly derived from Sentinel Missions, as well as Earth Explorers and the myriad of related projects, ESA EO Missions Principal Investigators’ science results and from EO application development projects conducted under ESA EO programmes. D/EOPs responsibilities with regard to projects exploiting data from ESA Earth Observation missions include: collation, synthesis, reporting and presentation of the results achieved within the ESA EO Programmes for various audiences from scientific communities to general public interface, with the members of the application and research community regarding present and future missions results and capabilities publicising achievements and on-going work related to Earth Observation at international, European and National level production of material (e.g. brochures, panels) for knowledge exchange and communication purposes. The collection, maintenance and promotion of these results and information sets mean regular reliance on generation and integration of high quality communication products withscientific and technical material. For the generation of these materials ESA must be capable of incorporating a range of attributes including design, content and layout for a variety of media and addressing different audience levels and categories. The structure of the work is such that it requires a dedicated service to ESA EO Staff to meet the necessary performance requirements. It is therefore the intention to rely on the support of an external company, specialised in the production of scientific promotion material from the design to the delivery of the final product using a set of technologies, which allow to produce promotion items from printed material, like posters, flyers and brochures, up to video, multimedia products to be published as digital publication, web contents or social media graphics. The Contractors task will be to ensure an Earth Observation Graphic Bureau service to the Earth Observation Programmes Directorate which shall ensure the development of dynamic and captivating promotional material, supporting the conversion of scientific raw material into attractive outreach and education material, providing editor support where requested and communication strategy support in order to ensure an excellent presence of the Agency in exhibits, conferences, workshops and symposia and for any other promotion and communication opportunity. ESA will not bear the cost of travel between the contractor on-site location within ESRIN and the contractor’s off-site premises where may reside extra background skilled personnel that would be called in support for executing Special Projects.
