The EO Clinic will put in place a rapid-response mechanism for small-scale and exploratory uses of EO information in support of a wide range of IFI/MDB (International Financing Institutions / Multilateral Development Banks) specific development projects and activities. The aim is to put in place a few (13) frame contracts with technically pre-qualified consortia of EO service suppliers covering a wide and comprehensive range of skills and capabilities in terms of thematic product generation. This is needed as the IFI requests are expected to be very diverse in nature and feasibility, with solutions having to involve one or more specialist European EO service capabilities. EO service production will be initiated by issuing Work Orders based on the geospatial information requirements of IFI project teams. These Work Orders will be small (2040 K each), but will be issued frequently in batches throughout the year in order to meet the short delivery timescales usually required by the IFI teams (i.e. less than 3 months). On average, this procurement should respond to 23 IFI requests per month, over the period of two years. The consortia will be invited to submit (rapidly) an offer for each Work Order. The winning offer will be selected after an evaluation, based on their technical quality and ability to deliver within schedule. The activities will be carried out in close collaboration with key IFIs. They will be driven by the World Bank Group (WBG) and Asian Development Bank (ADB) in which ESA has seconded personnel in the bank headquarters who are in frequent, direct contact with the relevant bank teams. However, the activities will not be limited to these IFIs and can include requests from the International Fund for Agricultural Development (IFAD), the Inter-American Development Bank (IADB), the Global Environment Facility (GEF), the European Bank for Reconstruction and Development (EBRD), the African Development Bank (AfDB), the Development Bank of Southern Africa (DBSA) and the Caribbean Development Bank (CDB).ESA have already been collaborating with these key IFI stakeholders (since 2010) to demonstrate the benefits that EO-based information can bring to their working practices of Official Development Assistance (ODA). This initial collaboration has raised significant interest to continue exploring the potential of EO-based information in the longer-term. Underlining this interest is the fact that two of the key stakeholders (World Bank Group WBG, theAsian Development Bank ADB) have both signed a 5-year Memorandum of Intent (MoI, in 2015 and 2017 respectively) to collaborate with ESA on exploring and integrating EO-based information into their operations. This longer-term collaboration focuses on larger-scale exploitation of EO-based information that responds to requirements in a high-priority thematic domain of flagship IFI activities.However, these activities do not address the many, short-term and speculative enquiries and requests that still keep coming from a large number of areas across the Banks.This activity will fill this gap of addressing such short-term requests and raise interest in EO further across the IFIs beyond the scope of the current collaboration. This activity will be an opportunity for wider participation of the European EO service industry in the overall ESA collaboration with the IFIs, encouraging the participation of small companies (SMEs). It is also an opportunity to explore more innovative EO products and services that support different aspects of ODA, often related to developing or improving methodologies for socioeconomic and environmental parameters and indicators. Emphasis will be placed on promoting European EO missions (both Copernicus and National missions), which can make a significant contribution to deliver the required EO information services.
