This procurement is for the NITROSAT End-to-End Performance Simulator (NEPPS) activity, NITROSAT being one of the fourth candidate missions for Earth Explorer 11. The overall aim is to develop a tool to validate the performance from observation scene to Level 2 NO2 and NH3 concentration data products, simulating the scene and forward model through the atmosphere, the generation of Level 1 engineering products from the space system, and the retrieval into level 2 data. The activity will be performed through a phased contract (Phase 1 and Phase 2), aligned in principle with the Phase 0 and Phase A system studies. The activation of the second phase is conditional to NITROSAT being selected as a candidate to undergo a Phase A. The first phase will cover the definition of the algorithmic baseline and the architectural design of the simulator. The second phase, if activated, will cover the concept consolidation, detailed design, coding implementation and verification, and the execution of a mission performance assessment campaign based on pre-defined representative scenes. The activity shall include a significant component of interactions and interface with the industrial consortium of the phase 0 and A developing the concept of the observing space system, and with the NITROSAT science support activity. The activity is expected to last 12 months for the first phase and 18 months for the second phase, and the outcome will be used a.o.to demonstrate the required Science Readiness Level of the candidate mission.
