Current launch and re-entry safety regulations and standards emphasise the need to minimise the risk posed by space traffic activities on air and sea traffic. Examples include the issuing of NOTAM and NAVERA messages for such activities but also envisage the seamless integration of the various concepts of operations. Some methods have been tested to estimate risk on aviation of from space traffic, but open questions remains on (among others) the dynamics of fragment clouds in case of explosive or destructive re-entry events, the creation of wrecks, or the probability of creating toxic pollutants. As a baseline, this activity aims to extend the implementation of ESA’s launch and re-entry safety procedures, which are currently focusing on on-ground risk, to account for air and ship traffic at the same level of depth or beyond. The risk assessment concept can be stress-tested under the assumption of a space traffic model which include launching, maintaining, and decommissioning a large constellation and winged lifting body operations. To thisend, prototype software models to implement the associated physics and integrate them in risk models are the be developed.
