T109-701GD FLEXIBLE PLANNING, COMMANDING AND COMMUNICATION PROCESSES FOR EO MISSIONS EXPRO+
29, April 2022

ESA Open Invitation to Tender: 1-10855
Open Date: 29/04/2022 09:47 CEST
Closing Date: 13/06/2022 13:00 CEST

Simultaneous bi-directional communication is already required in EO missions under preparation and the “End-to-end protocol stack for EO” study has derived a protocol capable of supporting a communication concept including inputs such as:. – Protocol entities requesting re-transmission of lost data under new communications protocols;- Channel state information for Adaptive Coding and Modulation (ACM);- Flexible quick single mission planning and commanding;- Pass-through capabilities to multiplex commands for 3rd party hosted payloads;- Constellation level planning and optimization inputs requiring quick and more dynamic replanning of individual missions to optimize the overall constellation performance and shared resources. This allows and needs new operation concepts which take advantage of flexible communication patterns. In addition, the number of flying spacecraft (S/C) will increase calling formore dynamic constellation optimization and planning. Innovation is needed to augment the stack with maximum agility while preserving S/C safety and compatibility with the command validation and safety needed on the on-board architecture. For Constellation planning level, a distributed and multi-mission goal oriented planning capability is to be developed. AI technology should enable such planning to be developed minimising expensive human procedures. This activity encompasses the following tasks:- Analyse existing planning processes and protocols for current and future EO missions.- Create a full architecture: with the ground segment for distributed, multi mission based planning (including AI) and communication, and also the key elements for the S/C safety.- Create a safeapproach for multiplexing several commanding sources with protocol communication both from the MCC as well as from the Ground Stations or 3rd parties.- Develop a Proof of Concept for constellation planning optimization, low latency protocol level communication and 3rd party external commanding sources- Derive an implementation roadmap, including requirement specifications.
