Objective: The study aims at consolidating the requirements and architectural solutions addressing use cases relevant to Rapid and Resilient crisis Response (R3) needs. Targeted Improvements: Enabling the offering of R3 services through federated multi-domains infrastructures and capabilities to address the societal needs while enhancing competitiveness of the ESA MS industry. Description: There is a growing demand for R3 applications using combined data gathered from a multiplicity of sources (e.g. Earth Observation, Satellite communication, terrestrial sensor infrastructures, Navigation). It is key to identify and assess the most prominent R3 services and define solutions (e.g. federated system-of-systems) and technologies for delivering effective and efficient response to future crisis. In order to achieve such an ambitious goal the study shall be carried out by adopting a holistic upstream, downstream and multi-domain approach and by federating the specific needs of the diverse and fragmented R3 ecosystems. This study is in line with ESA Agenda 2025 and can be considered a first seed towards a future deployment of infrastructures, capabilities and services enabling effective response to crises. The solutions once implemented will generate significant social, humanitarian and economic return. It will also boost the introduction of disruptive multi-domain applications and technologies creating new opportunities and markets across the whole Value Chain. The target federated system shall be based on two Pillars:1. Information Pillar: capabilities to collect and process data gathered from Telecom and other domain systems (e.g. EO, NAV, IoT sensors); 2. Network Pillar: networks (e.g. IoT, Optical, Secure) to orchestrate, exchange and integrate the data as needed by the R3 applications.The adoption of Security, AI, Edge processing, Cloud, High Performance Computing, IoT, Quantum Sensors and Optical technology shall be exploited. Required developments and synergy of space and ground technology shall be identified and exploited.
