Accumulation of carbon in forests, either by natural growth or by reforestation in non-forested areas has a great potential to support mitigation of climate change. The political framework is set by policy needs as expressed in the Paris Agreement, where partiesshould take action to conserve and enhance, as appropriate, sinks and reservoirs of greenhouse gases [], including forests (Article 5). Recently the Intergovernmental Panel on Climate Change (IPCC) has released the 2019 Refinement to the 2006 IPCC Guidelines for National Greenhouse Gas Inventories, where the use of Earth observation data plays a prominent role in the AFOLU sector. The Copernicus satellites Sentinel-1 and Sentinel-2 with their dense time series are becoming the new Standard for LULUCF and the Data and Information Access Services (DIAS) provide the necessary backbone for large scale deployment of EO based services. To capitalise on these huge European investments, the Forest Carbon Monitoring project shall develop innovative ways to monitor and account carbon stock in forests. It aims to give a kick-start to European industry for EO based carbon accounting with the potential for world wide application.
