The benefits of space programmes and related public investment for society are becoming increasingly significant and better documented. Within the space sector, Earth Observation systems, data and services address a wide range of societal needs, including the provision of data for meteorological purposes.As part of ESA’s ongoing commitment to continue demonstrating the considerable benefits brought by its space programmes, this activity will look at the applicability of the Value of Information (VOI) theory to Earth Observation missions, with case studies to be developed on the value of information to decision-makers of two Earth Explorers missions with a strong meteorological impact: Aeolus-1, already flying and operational, and the upcoming Aeolus-2, to be proposed for funding at the next ESA Council at Ministerial level in 2022 by the Agency’s Earth Observation Programme, which might prepare for an operational programme funded by EUMETSAT. The aim of this study is to apply the VOI methodology on Aeolus 1 and 2 data and, to assess the positive impact of these missions as assessed by decision-makers in relevant areas.
