This procurement targets the delivery of the Copernicus Space Component Long Term Archive service. The Long Term Archive service aims at the ingestion, archive, preservation and retrieval of Copernicus Sentinel products. In order to maximise the competition andvalue for money for the service to be procured, the Long Term Archive Service will be implemented through the ESA Framework Agreements procedure, as established at Article 15 of ESA Procurement Regulations (ESA/REG/001, rev. 3) which can be downloaded at the following URLhttp://emits.sso.esa.int/emits/owa/emits.main). This procedure consists of a two-step procurement approach, broken down as follows:Step 1 – Open Qualification Period: The objective of this Step is to award, through an Open Competition (Frame ITT), Frame Contracts to several Frame-Contractors (Competitive Frame Contracts)Step 2 – Long Term Archive Service Implementation: The objective of this Step is to award the Work Orders through Restricted Competitions (RFP) between the Frame Contractors qualified under Step 1, allowing the implementation of the requested Long Term Archive Service. An Information day for this procurement will be held at ESRIN at 10:00am CEST on July 12th 2019. Further information on this briefing session has been published on ESA Tendering website (EMITS) under NEWS (http://emits.sso.esa.int/emits/owa/emits.main). Potential bidders are invited to consult regularly the ESA Tendering website. This Long Term Archive Service is funded by the Copernicus Programme and will be open exclusively to economic operators, that have their registered office in an EU Member State or Iceland or Norway. In order to access the Frame ITT Package from EMITS, any economic operator interested in the procurement will have to be registered as a potential ESA Tenderer. To register with ESA as a potential Tenderer, it is necessary to complete the online questionnaire available on the ESA-STAR registration website: https://esastar-emr.sso.esa.int. Whilst the registration process is underway, potential ESA Tenderers may access the Frame ITT Package through ESAs dedicated Copernicus server: https://copernicus-emits.esa.int/
