As part of the long-term scenario defined by ESA to address the mandate received from the EU to evolve the current Copernicus earthobservation infrastructure, the European Space Agency is planning the development of the Sentinel-3 Topography Next (S3-TNG) Generation Space Component, providing enhanced continuity of initial first-generation observations, in response to the evolving user needsexpressed in the user consultation process and reflected in the updated Sentinel-3 Topography Next Generation Mission Requirements Document.S3-TNG will be part of the CEOS altimetry virtual altimetry constellation and shall operate as part of the global system,in particular together with the reference mission Sentinel-6. The Phase A/B1 study is aiming at defining a system of one or more Spacecrafts fulfilling the Mission Requirements and the associated System Requirements.The study shall cover the end-to-end measurement system, the space segment, the ground segment, the system operation concept, including the launch and disposal phases, and the associated interfaces.At the end of the study, a consolidated system implementation concept shall be specified and designed down tounit level, with a complete justification against the System Requirements. The study shall also deliver an implementation plan, including cost, schedule, performance compliance and identification of major risks associated. The outcome of the study shall enable the Agency to define requirements for the implementation phases (B2/CD), within the programmatic boundaries. The study includes technology pre-developments to mitigate risks and enhance the TRL of critical item. Some of these developments can be described in the Contractor’s proposal and others may appear as part of the study development. The selection of the pre-development item to be implemented will be done together with the Agency.In line with the request of European Space Industries, a Model Based System Engineering (MBSE) approach is adopted for the study. After a joint definition during Phase A, MBSE will be followed during Phase B1.
