The Ground Systems Engineering Department at ESA/ESOC is willing to procure Intellectual Property Rights (IPR) and licensing management related services from highly qualified and experienced companies in this matter in the domains. Location: Partially On and Off-site Kick-Off date : third quarter 2014 Specificities: Service provision type of work, paid under FFP conditions. The scope of this procurement falls in the technical domains of the ESA Ground Systems Engineering Department (HSO-G). Reference is made to the official HSO-G licensing portal for further details on the tasks of department as well as the licensing of its related software. http://www.esa.int/Our_Activities/Operations/Ground_Systems_Engineering/ESA_operations_software_-_licensing The requested services shallremain at technical level and are not meant to cover any legal aspects of copyright law. Nevertheless, license terms and conditionsof applicable Commercial Off The Shelf (COTS) shall be considered as part of the scope of activities under the responsibility of the Service Provider in terms of technical implications. The detailed description of the tasks to be rendered and associated deliverables is as follows. The activites will cover both Free and Open Source Software as well as COTS Software products. Both are referredto as “Third Party Products (TPP)” in the following. Workpackage 1: Source Code Analysis – Connection to ESA BlackDuck Protex – Source Code screening – Source Code Analysis Results – Source Code Analysis Report Workpackage 2: TPP Analysis – TPP Database – TPP Baselines – TPP List – TPP Analysis Results – TPP Analysis Report Workpackage 3: Licensability Analysis – provision of both WP1 and 2 services – licensability assessment Workpackage 4: HSO-G Processes – Instantiation of a Sustainability Process – Enhancement of Software tools providing Artwork Proofing – Enhancement of Software tools to provide Legal Compliance Support – Update of Lists and databases – Instantiation in a Secured Environment – Instantiation in a Virtualised Environment – Provision of Training Materials – performance of internal/external Audits – provision of Software metrics Workpackage 5: Consultancy support.
