This Intended Invitation to Tender covers all contractual activities related to ESOC Operations Services and related Engineering and Infrastructure Development Activities to support the Agency’s satellites missions, institutional partners and 3rd-party customers. These activities can be either of a “Loan Employment” type, or of a “Service provision” type or of hardware and software systems development and maintenance type (referred to as “Deliverables”), among the following Domains: – OE: Operations Engineering Services – RO: Real-time Operations Services – IT: Mission Operations Infrastructure IT Services – GS: Ground Stations Engineering – DS: Data Systems – AD: Astro-dynamics Service Provision is required in all Domains, whereas Loan Employment at this point in time is required only in Ground Stations Engineering, Data Systems and Astro-dynamics Domains. Deliverables are required in Operations Engineering Services, Data Systems and Astro-dynamics Domains. The scope of the work to be procured under these technical Domains encompasses: – Loan Employment: to supplement permanent staff in GS/DS/AD Domains, core contractor staff will be integrated into ESA teams (labour lease certificate required). – Services: provision of spacecraft operations engineering in the OE Domain, real-time mission execution in the RO Domain, ESA operations computer and communication infrastructure engineering and M&O in the IT Domain, Flight Dynamics operations support as part of the AD domain, helpdesk and operations of operational software in the DS/AD Domains, running of the Ground Stations part of the Ground Segment Reference Facility. – Deliverables: operational software development and maintenance in the DS/AD/OE Domains in compliance with the tailoring of ECSS standards (E40C and Q80C). This Open Competitive ITT aims at placing Frame Contracts with consortia based on fixed subcontractors, but with flexibility on the composition of the consortia over the duration of the contract, provided the primes remain stable for the existing Domains, by accepting to include new subcontractors to the selected consortia at Request For Proposal level, for technical and/or Industrial Policy reasons. Large System Integrators will be excluded from submitting tenders at all levels, i.e. they are excluded from bidding at Prime and/or Subcontractor level. Tenders may be submitted for one or more Domains by providing self-standing proposals per Domain. Consortium primes awarded a Frame Contract in at least two of the following Domains: GS, DS and AD, will be awarded also a Frame Contract in an End to End Ground Segment Domain (E2E), which constitutes a placeholder to accommodate future needs for procurements encompassing more than one Engineering Domain. The intention is to place three to four Frame Contracts per Domain, depending also on the quality of the proposals. It is intended to issue the ITT in the 1st Quarter of 2015. The initial duration of the Frame Contracts will be 3 years with the option to extend the duration by 2 years. Together with the ITT, a number of Initial Work Orders, relating to Services and Loan Employment tasks, will be procured. During the course of the Frame Contracts, additional work will be awarded by way of Work Orders as the result of a Competitive Procedure (RFP) amongst the Frame Contractors of the respective Domain (all as detailed in a Work Order Procedure, which will be attached to the Frame Contracts).
