Through the present open call ESA solicits proposals from potential commercial partners for co-funded studies on concepts for platforms and facilities in low Earth orbit, as well as associated infrastructure services such as ground segment, transportation, and communication. Here, platforms refers to installations providing all required functions of in-orbit maintenance, power supply, servicing, consumable logistics, spare part logistics, meteoroid, and radiation shielding, thermal protection, and provision of operational environment. In light of new technologies becoming available, there are opportunities to increase the affordability of capabilities in LEO by making use of such innovations to address the challenge of operational cost.It is envisioned that the concepts support utilisation from a wide variety of users: from the institutional as well as the private sector. The expectation is that a marketing of the services of the proposed platform is achieved relying partially on the private sector. Given the international context described above, partnership scenarios including non-European entities are encouraged. This approach allows taking due account of the engagement of the global private space sector in the provision of transportation and research services (e.g. SpaceX Falcon 9 and private space station concepts). ESA funding provided to commercial partners in the frame of the present announcement of opportunity will be limited to entities registered in European participating member states in the Exploration Envelope Programme. However, this restriction will not apply for the co-funded amount.
