Update Reason:    Tender issueExtensive and detailed cloud coverage and atmospheric conditions data, available from space and ground observations, can be used for estimating the performance of an optical link through the atmosphere in a variety of scenarios, e.g., link from GEO to ground, LEOto ground deep space to ground. Site-diversity is a link-impairment mitigation technique to increase the optical access availability(i.e., link availability) by increasing and optimally locating a number of ground stations. In order to dimension the network of optical ground stations to fulfil link requirements while keeping complexity and costs under control, accurate knowledge of cloud statistics and atmospheric conditions statistics over an adequate time span is necessary. This study shall include an accurate quantitative assessment of the optical access availability between space and ground and, based on this analysis, the system architecture (ground segment and space segment) shall be derived. The achievable performance (e.g., link availability vs number of optical ground stations) shall be estimated for different space-to-ground link scenarios.
