ESA interacts with the international partners world-wide through a number of mechanisms and schemes. These including joint projectssuch as cooperative space missions, payload contributions, joint operation and data analysis; more seldom, cooperation takes place through research and development initiatives in areas of mutual benefit. A number of ESA programmes participate and contribute to providing opportunities for cooperation. Still the interest in enhancing joint exploratory research work that set the basis of more complex undertakings has motivated work on the Alcantara (“bridge”) scheme: a dedicated institutive to support research development, recognizing the critical role of academic institutions in this work in Europe. The scheme also consider these institution’s constraints in terms of administrative resources, and builds on previous successful ESA experiences.
