ESA Open Invitation to Tender: 1-11197
Open Date: 23/06/2022 16:56 CEST
Closing Date: 06/10/2022 13:00 CEST

Objective: The objective of the activity is to design, develop and test methodologies and algorithms supporting trade-off analysis, performance evaluation, and operational concept of large, multi-orbit systems delivering secure services. The methodologies and algorithms developed will be applied and tested on a representative satellite constellation delivering secure services. Targeted Improvements: Enabling modelling and design of all aspects including constraints of Radio Resource Management with Inter-satellite links, mobility aspects and constellation deployment not available today. Description: A number of initiatives are currently looking at possible non geostationary satcom systems for providing more secure services. Those can be either dedicated systems design to serve governmental customers with very high security requirements or systems aiming to serve both these governmental customers but also to provide secure services to high-end customers (companies, consumer, etc…) ; they are combining services, including point to point lks, push to talk capability, data connectivity. These systems present design challenges which require methodologies and algorithms, not available today, including: -radio resource management of secured services-multi-layered architecture across different orbits-services of mobile terminals across national boundaries-system performance during the rollout and expansion phase of the system-interference constraints-automatically perform a set of sensitivity analysis to support the system design.in order to carry out trade-off performance evaluation, system design and ensure compliance to security and radio regulations. This activity will develop methodologies and algorithms, enabling design and trade-off of such systems with up to thousands of satellites, deployed over multiple countries, across different orbits ranging from GEO to LEO. Algorithms and methodologies will be implemented in computationally efficient libraries, and at least one reference scenario of such constellation will be designed and its performance evaluated to verify the developed methodologies and algorithms.
