The objective of the activity is to develop a ground terminal prototype, as well as the measurement procedure, for identifying interference and measuring Radio Frequency (RF) characteristics from a non-geostationary (NGSO) satellite network. The NGSO satellite RF characteristics to be measured, include the effective isotropic radiated power (EIRP) and transmit gain pattern, power flux density(PFD) and equivalent downlink PFD. Targeted Improvements: Enable coexistence of different NGSO satellite networks by identifying interference and measuring radio frequency characteristics. Description: According to Article 22 of the ITU-R Radio Regulations, non-geostationary (NGSO) satellite systems should not cause unacceptable interference into geostationary (GSO) networks operating in the fixed satellite service. Due to high number of NGSO networks being planned, designed, built and/or launched, there is a growing concern among GSO satellite operators of potential interference issues. To address this concern, specialized procedures and ground equipment is required to help identify and quantify sources of NGSO interference into the GSO network. On the other hand, operators of NGSO satellite networks and administrations may wish to measure certain NGSO satellite RF characteristics. This type of measurements are more challenging than those typically performed for GSO satellites. The activity will develop a prototype aiming at tackling all phases of the identification and classification of the NGSO interference:- Pre-measurement analysis to detect interference and assess its high level parameters (repeatability, duration, etc.);- Procedure to measure RF characteristics and compare to existing ITU-R databases taking into account the period of the NGSO constellation, frequencies, power levels;- collection of reference ephemeris data in order to estimate the elevation, azimuth of the NGSO satellites, their visibility and position in the sky at the time of interference.This activity shall also cover the measurement of the satellite effective isotropic radiated power (EIRP) and transmit gain pattern, power flux density (PFD) and equivalent downlink PFD (EPFD) of individual as well as the full NGSO constellation.
