Data Archival, Management and Processing Services (DAMPS) cover the management, provision, monitoring and coordination of several service elements focused on EO data namely:- Data Configuration Management- Data Archival- Data Consolidation and Bulk-Processing- Services for processor validation- Management of data and associated meta-data with advanced visualisation and reporting.In linewith the service-oriented procurement approach, the scope includes the necessary underlying and related services covering:- the provision and operation of the storage and processing infrastructure- the service of data ingestion- the services of bulk extraction and delivery of data, on media or online – the underlying management and support services.The mission / instrument data coveredbythese activities include ESA missions (ERS, ENVISAT, Earth Explorers) and Third Party Missions such as Landsat, ALOS, JERS, etc.(Sentinels are not in the scope of the procurement). In both cases, current, historical and future missions are covered with all levelsof data as well as auxiliary, in situ and campaign data.The service approach aims to achieve economies of scale, increase the standardisation of the related processes and interfaces, and favour the exploitation of the most cost-effective commercially available infrastructure.The competences required are strong process management and customer orientation, and ability to deploy and operate aneffective infrastructure. Good technical knowledge of EO data covering a wide spectrum of missions and instruments is also necessary, especially to handle the metadata.In order to achieve economies of scale for both ESA and the selected Bidder, the contract willhave a duration of 5 years, with a breakpoint after two years and the remaining three-year period subject to programmatic considerations and performance of the contractor.
