This procurement is for the ESA Copernicus FOS Data Systems Maintenance and Evolution Service ensuring the continuity of the Copernicus Flight Operations and its data systems, through the implementation of a new Copernicus FOS service contract. ESAs Copernicus Flight Operations Segment (FOS) provides the capability to monitor and control the Sentinels spacecraft and payloads during all mission phases, to schedule the mission operations (mainly based on the mission plan inputs submitted by the Payload Data Ground Segment), and to ensure the satellite safety. The FOS is responsible for spacecraft commanding activities and acquisition of telemetry. It provides the functionality required for the generation and the uplink of the routine platform and instrument command schedules, and the systematic archiving/analysis of the acquired housekeeping telemetry. The Copernicus FOS has developed, tested and made operational a number of Data Systems, including among others: The Sentinels Mission Control System (MCS); The Sentinels Mission Scheduling System (MPS); The specific Sentinel spacecraft operational simulators; A set of tele-command Authentication Management Facilities (MKMF); The Sentinels HKTM Long-Term Archiving and data analysis and performance tools (WebMUST); The Sentinels data circulation and multi-mission elements. These Data Systems run within ESOCs provided hardware and infrastructure, and are operational 365 days a year, 24/7. The main missions covered by this procurement are the Sentinel families operated by ESOC in the different phases, hence: Sentinel-1a/b/c/d, Sentinel-2 a/b/c/d, Sentinel-3 c/d(LEOP and commissioning only), Sentinel-5p and Sentinel-6b (LEOP only). Would any of the Sentinels HPCM enter maintenance and evolution operations for the duration of this contract, they can be also included at a later stage. This procurement shall include all FOS Data Systems maintenance and evolution services, including among others: both corrective and evolutive maintenance; Sustain the underlying systems, including Operation Systems migration, virtualization; near-site/on-site service support to the Data Systems used during critical phases, such as LEOP, Commissioning; A helpdesk, tracking and ticketing system; Contribute to the maintenance and sustainability of the infrastructure underlying the Copernicus FOS Data systems; Provide pre-operational, sand-box environments based on cloud technologies; Collaborate with ESOC common infrastructure to ensure consistent evolution of the Copernicus FOS Data Systems in line with ESA strategic needs; Performance monitoring and reporting. In order to avoid technical and contractual lock-in or single point of failure, the selected consortium shall ensure a fair and efficient split of the work inside the consortium by including subcontractors so that at least a dual source are available for each key competency required.The European Space Agency (ESA) will make the ITT (Cover Letter, Statement of Work, Special Conditions of Tender, Draft Contract) available on its tendering website (EMITS http://emits.sso.esa.int/emits/owa/emits.main) and on its dedicated Copernicus server (https://copernicus-emits.esa.int/).In order to access the ITT package from EMITS, a Tenderer must be registered as a potential ESA Tenderer.
